Fresh Insurgency in Angola’s Cabinda Enclave

On 1 August, the rebel Frente para a Libertação do Enclave de Cabinda (FLEC) announced its fighters had killed 17 Angolan soldiers during two confrontations on 30 and 31 July. FLEC also claimed that 9 soldiers were killed during fighting between 25 and 28 July in the Belize area of Cabinda. While the Angolan government routinely does not comment on the Cabinda insurgency, EXX Africa sources in the capital Luanda have confirmed that fighting has taken place in the enclave and that additional troops have been deployed to the area.

Intense rivalry between rebel FLEC factions and reports of fresh recruitment of disgruntled locals indicate a resumption of the Cabinda insurgency is likely with higher risk of attack on the military, construction workers, cargo, and even oil and gas sector assets, as well as cross-border incursions into DRC.
